The Korea Baseball Organization has outlined a three-year reform plan that could reshape KBO games through tiebreakers, revised automated strike-zone standards, pitch-clock adjustments and looser foreign-player restrictions.

The league announced the strategy after its third board meeting of 2026, held on Wednesday, October 7. The program begins in 2027 and is designed to bring domestic competition closer to international standards while strengthening South Korea’s national-team program.

The KBO described the game-system changes as measures that will be introduced in phases. That distinction matters: the league has identified the direction of travel, but has not yet confirmed that every proposal will become a rule for the 2027 season.

What the KBO reform plan includes

The competition proposals include a tiebreaker format, further adjustments to the pitch clock, limits on pitcher disengagements, new criteria for setting the Automatic Ball-Strike System zone and a standardized pitching rubber. The KBO also plans to relax restrictions governing foreign players.

The league has used ABS since 2024 and introduced its pitch clock in 2025. The new roadmap signals that both systems may be refined again as the KBO tries to align its playing environment more closely with major international tournaments.

Specific implementation dates and final technical details for the proposed competition changes were not announced. Those points will require additional league decisions before they become binding rules.

National-team targets shape the overhaul

The reform program extends the competitiveness project launched after the 2023 World Baseball Classic. The KBO has set three international targets: winning the 2027 Premier12, earning a medal at the 2028 Los Angeles Olympics and establishing South Korea as a consistent WBC quarterfinalist.

A new KBO International Headquarters will provide dedicated support for the national team. The league also plans to create an operating manual, build a three-year international competition calendar and expand overseas exchanges.

One 2027 rulebook change is already confirmed

While the on-field reforms remain a phased plan, the board approved a separate revision to the official player activity period. Beginning January 1, 2027, the contractual participation window will run from January 25 through November 23, one week earlier than before.

Related administrative deadlines, including salary-arbitration applications and the submission of retained-player lists, will move forward by one week. Players will also need written club approval at least seven days before taking part in off-season games or commercial activities, with the KBO notified when an outside game is involved.

The announcement gives the KBO a clear modernization agenda without locking the league into unfinished rules. The next major step will be determining which competition proposals are adopted, how they are tested and when clubs will be required to follow them.
